COWAN, 74, retired Superintendent oftheWestminster Utility Commission, died at Oconee MemorialHospitalTuesday after five weeks illness. COWAN, a 1961 WestminsterCitizenof the Year, was employed by the city for 35 years and wasfunctionalin the organization of the Westminster Fire Department. Bornin theJohns Mill Section, son of the late James H. and SallySMITHSONCOWAN, he was a member of Westminster Baptist Church, and aformerchurch Deacon, a Trustee of the Church, a member of thePastoriumCommittee, assistant Secretary of the Sunday SchoolDepartment and amember of the Brotherhood and the Dr. Strickland BibleClass. Hewas President of the Board of Directors of the East ViewCemeteryAssociation and retired from his position with the UtilityCommissionin 1961. Surviving are his wife, Mrs. Rosa GLYMPH COWAN adaughter, Mrs. F.L. 2). The 20 April 1980 issue of The Anderson Independent Daily Mail said, MRS. ROSA COWAN WESTMINSTER Mrs. Rosa GLYMPH COWAN, 82, of 306 Isundega Street, widow of Horace G. COWAN, died Saturday at Oconee Memorial Hospital. Born in Anderson, she was a daughter of the late Backman H. andMary SULLIVAN GLYMPH. She was a member of Westminster Baptist Church,theWMU and TEL Class of the church. She was a former member of theWestminsterGarden Club. Surviving are daughter, Mrs. F.L. Frances DRIVER of Sumter 3 grandchildren and 3 great grandchildren. arrangements follow burialin Eastview Cemetery
