Aleksandr III Pavlovich (1801-1825). He is usually numbered "I". His reign was marked by foreign wars, particularly the wars against Napoleon I, and by plans for administrative and constitutional reform (namely, a constitution). Russia's administration was considerably moderized, but of course the constitution never came to pass. After Aleksandr died in 1825, rumors persisted that he was not in fact dead, but had gone away to become a monk.
