KINLOCH, Francis, a Delegate from South Carolina; born i n Charleston, S.C., March 7, 1755; educated by private tuto rs; went to England in 1768 and entered Eton College, fro m which institution he graduated in 1774; studied law at Li ncolns Inn, London, which he entered in 1774 and was admit ted to the bar in that city; studied in Paris and Geneva 17 74-1777; returned to the United States and served as volunt eer, lieutenant, and captain in the Revolutionary War 1778- 1781; served in the State house of representatives in 177 9 and 1786-1788; Member of the Continental Congress in 1780 ; was an extensive rice planter at Kensington, Georgetow n District, S.C.; delegate to the State convention which ra tified the Federal Constitution May 23, 1788; elected warde n of the city of Charleston and justice of the peace and qu orum in 1789; member of the State legislative council in 17 89 and of the State constitutional convention in 1790; die d in Charleston, S.C., February 8, 1826; interment in St. M ichaels Church Cemetery.
