1908: The writer had the pleasure of meeting, last Friday, amostremarkable old gentleman, Mr. Jeremiah M Looper, as also hisgoodlady. Mr. Looper is 86 years old, being born in Pickens in 1822,andlived all his life in this county, being a farmer. He marriedMissMauldin, and his bride lacked one month of being 14 years old.Theyare now living with a daughter in our town. There are notfinerpeople in the old Palmetto State than the Loopers and Mauldins, beingamong the pioneers of Upper Carolina, assisting to wrest ourbeautifulland from the Indians and carve it from a wilderness, andthesehonored names fill the brightest pages in the industrial andpublicannals of their state.
We never saw a better preserved man than Mr. Jerre Looper, and thesameapplies to his lady. He would readily pass for not over 65, forhisface is ruddy and unfurrowed, his eye as bright, his voice asstrongand his mind as clear and active as one in the very prime oflife[....] It was indeed a rare pleasure to converse with one whosemind isso clear and memory vivid as the old gentleman's. But thepersonalhistory of Mr. Looper is equally as interesting as hisreminiscences ofthe past. In the days of Secession he was even amore uncompromisingUnion man than Hon. B F Perry, and in those daysit requiredunquestioned courage and determination to thusplace oneself inopposition to an overwhelming majority of his kindredand people.
"Of course I loved my native state and the South," remarked Mr.Looper,"but I also revered the Union and the old flag; and it wasclear to mymind as the noonday sun that secession was not only wrongin principlebut meant the bankruptcy, ruin and desolation of theslave-holdingstates. I did all and everything in my power to hold mypeople incheck, but it was like darting straws against atempest. When SouthCarolina seceded I made a vow never to bear armsagainst the Union orfire on the stars and stripes.[...] But I stillloved my erring people, and when the first company was organized inPickens county, and theydrilled on my place, I gave them theiruniforms. I was ever alaw-abiding citizen and 'Render unto Caesarthe things that areCaesar's' so when the Confederacy demanded myservices in the field, Ipaid a substitute to take my place; and whenhis term expired hiredanother substitute for $5,000 to serve duringthe war, and I was indeedglad to know that he came out at thesurrender unharmed. And those whoknow me will tell you it was notfear that kept me at home, for inthose days it required more courageto be known as a Union man in SouthCarolina than even appear on thefield of battle. I always felt thatthe South would fail, and wemust sooner or later get back into theUnion - that the SouthernConfederacy was simply a temporarygovernment, and it must fall topieces as a rope of sand.
So I watched the acts of the Federal government, determined to obeyitslaws, so far as the situation permitted, that when theinevitablecollapse of the Confederacy came about I would have donenaught toforfeit my citizenship, rights or property. In 1863, whenPresidentLincoln issued his proclamation emancipating our slaves, Irecognizedit as binding on me as any law to-day enacted by thelegislature ofSouth Carolina. So I had legally executed to AbrahamLincoln a deedto every negro I at that time owned, so that there couldbe noquestion about receiving pay from the government for thisproperty. There was then of course no mail communication between theSouth andthe North, but I succeeded in getting this deed carried by ablockaderunner from Wilmington to Nassau, N.P., where it was mailed, and indue time reached the hands of President Lincoln. This I know tobe afact, for after the war I visited Washington, to see about myclaim, and found my deed recorded in the proper department, showingthatPresident Lincoln recognized its legality and justice.
This is a copy of the deed as made out and recorded among the
archives of our government:
Wilmington, NC, April 15, 1863
Hon. Abraham Lincoln, President of the United States:
My dear Sir: I have your last com [illegible] and Ireadyour
proclamation to the rebels in arms against the government, asking
them to lay down their arms and remain in the Union.Alsothat the
Negroes were set free, but their owners would be paidforthem $333
{?} per head. Now, Sir, I for one accept yourproclamationand
believe it best for the South. I own eight Negroes, viz.:Jim, 22
years of age; Hank 19; Violet 14; Worth 21; Mary 26,withthree
children, from 3 to 9 years old.
Now, in consideration of your proclamation, I grant, bargainand sell
to said Government these eight Negroes, with all therightsand title
I hold, and I warrant and defend said title tosaidGovernment
against myself and heirs, executor or administrator.
Now this given under my hand and seal in the presence of 40
witnesses.
Jeremiah Looper
Mr. Looper, after reading this paper, continued: "WhenPresidentLincoln placed this deed on record in Washington, thussignifying hisapproval, it became as binding an obligation on the partof theFederal Government as one of its bonds. This is the opinionofPresident Roosevelt and other men posted on such matters; but itwillrequire a special act of congress. I have not given up any hopeofreceiving pay for these Negroes. So far as the public records show,Iwas the only slave-holder in the entire South to accept the termsofAbraham Lincoln's emancipation proclamation and perfect a legalandbinding deed of his slaves to the Government. Had theSouthernConfederacy gained its independence I would have been bound bythatdeed did the Federal Government see fit to demanditsenforcement." [The Pickens Sentinel-Journal, December 3, 1908]
1908: The article in our last issue about Mr. Jeremiah Looper hasbeenread with great interest and everyone says he is entitled to payforhis slaves. Mrs. Hendricks, a daughter of Mr. Looper, says whenSouthCarolina seceded that her father, then one of the wealthiest meninthis section, bought and had shipped home enough clothing, shoesandsupplies of all kind, such as could not be produced on the farm, tolast five years. She remembers him buying a car-load of salt, forwhich his brothers laughed at him. Her father replied thatourSouthern ports would be blockaded and he estimated it would takesomefive years for the North to conquer the South, so he did notintendhis family to suffer. Mrs. Hendricks said they had plenty ofnew andnice clothing, and all manner of household supplies during theentiretime of the war; they had sure-enough coffee, etc. This oldgentlemanhad certainly a prophetic mind.
