From the research of Gertrude E. (Lomas) Manley, Bohemia, NY: Joel was the first child born to Abraham Baily and Phebe (Carpenter) Baily. He was born on 2 March (3 mo) 1790. His full sister, Hannah H. Baily, was born three years later. Joel's father was an entrepreneur and medical doctor. When Joel was born his father and two other partners were in the iron business in Sussex County, NJ. Therefore, it is assumed that Joel was born in New Jersey, possibly Andover.
His mother died when Joel was very young. She died in New Jersey. We assum she died in childbirth or shortly after the birth of Hannah. His father moved after 1794 from NJ to Chester county, PA. We do not know who took care of the children during this interval.
When Joel was 12 years old, his father married Joel's aunt, his mother's sister. This leaves us to wonder if she was the one who was caring for the two children. Joel's father was active politically and was away from home at times Eventually to this marriage were born four more children giving Joel three step-sisters and one step-brother.
Two weeks before his 26th birthday, on 15 Feb 1816, Joel married 18 year old Ann D. Kennedy. Ann was born on 22 Dec 1797. Her father was Samuel Kennedy; her mother was Thomazine (Downing) Kennedy.
They resided in Marshallton, Chester co., PA, where Joel was a merchant. Joe and Ann had three children. Their forst born was a daughter, Phebe Ann Baily, who was born in West Chester on 4 May 1817. Their second was Richard Downing Baily, b. 20 Jan 1818. Their third was Samuel Kennedy Baily, b. 12 Feb 1820.
Joel C. Baily died on 289 May 1868. He was 78 years old. His obituary appeared in the "Village Record" newspaper on May 30, 1868. It reads:
"Death Notice BAILY - At his residence in Marshallton, on the 28th inst. JOEL C. BAILY, in the 79th year of his age. The funeral to take place in Marshallton, on Sunday next, to leave the house at 2 o, p.m. Friends are invited to attend."
His wife, Ann, died less than three years later on 9 Jan 1871 at the age of 73.

From the genealogical files of Gertrude E. "Trudi" (Lomas) Manley, Bohemia, NY: "Richard was the first of his siblings to marry. He was 23 when he married his cousin, Ann Eliza Carpenter, on 18 November 1841. We do not know her age or where they were married. We assume they were married in Bradford, Chester county, PA. They resided in West Bradford, Chester county, PA. The 1842 West Bradford township census lists Richard Downing Baily as a cabinet-maker. "On his 21st birthday, Richard was given a small handmade beaded purse as a present. On one side the beads spelled out 1839. On the other were the initials R D B. On the inside in this inscription: 'presented to Richard D. Baily on his 21st birthday, by his affectionate and grateful cousin, Ann Eliza Carpenter'. This purse is currently in the possession of Olivia Lowrance, his great granddaughter."

From the genealogical files of Gertrude E. "Trudi" (Lomas) Manley, Bohemia, NY: "Richard was the first of his siblings to marry. He was 23 when he married his cousin, Ann Eliza Carpenter, on 18 November 1841. We do not know her age or where they were married. We assume they were married in Bradford, Chester county, PA. They resided in West Bradford, Chester county, PA. The 1842 West Bradford township census lists Richard Downing Baily as a cabinet-maker. "On his 21st birthday, Richard was given a small handmade beaded purse as a present. On one side the beads spelled out 1839. On the other were the initials R D B. On the inside in this inscription: 'presented to Richard D. Baily on his 21st birthday, by his affectionate and grateful cousin, Ann Eliza Carpenter'. This purse is currently in the possession of Olivia Lowrance, his great granddaughter."
