"Trotter--James F., was born in Brunswick County, Va., November 5,1802,but was reared and educated in East Tennessee. He came to thetownof Hamilton, Monroe, County, for the practice of law, about 1823,andbecame the competitor and rival of David W. Wright. He representedtheState Legislature a Representative in 1827-29, and as a Senatorin1829-33' was elected Judge of the Circuit Court in 1833; wasappointedto the United State Senate in 1838, upon the resignation ofJudgeBlack, but resigned this honor before taking his seat, andacceptedappointed in December of the same year to the High Court ofErrors andAppeal, to succeed Judge Wright, resigned. He was elected tothe sameoffice in 1839, but resigned in 1842. He deliveredmisinformantopinions which "are noted for great strength and dignityof style,aswell as for a penetrating discrimination, a sound judgment,andprofound knowledge of the law." (Lynch.)
After retiring from the bench, he resumed the practice of lawinHolly Springs. In 1855 he was elected Vice-chancellor, an officeheheld until the chancery system was abolished by the code of 1857.In1860-62 he was Professor of Law in the State University. Atthere-organization of the Courts after the Civil War, he was appointedtothe Circuit Bench, but he died at Holly Springs March 9, 1866.ReubenDavis wrote of him enthusiastically in his Recollections, as "one ofthe noblest and best of men; a good soldier, a fine speaker;kind andgenerous above measure;incapable of fear, treachery ormeanness, theideal Southerner of that day."
Judge James Fisher Trotter, whose portrait has recently beenplacedin Mississippi Hall of Fame, was born in Brunswick County, Va.,on the5th day of November 1802. He removed at an early day with hisFather'sfamily to East Tennessee, where he received the besteducation thatcould be given at so early a date, under the tuition ofthe Rev. MrDoak. Children in those primitive days depended largelyupon the oldfield school for their education, and the difficultiesthat surroundedthe boy in his early struggles made the man a giant instrength andintellect.
Judge Trotter also received his education in Law there, andbeinglicensed to practice his profession, he removed to Monroe County,Miss, and settled in Hamilton, the county seat, in the year 1824.Hisworth was at once recognized, and he was sent several timestorepresent his people in the State Senate. In 1832 he was electedJudgeof the Circuit Court. In the year, he was appointed to theUnitedStates Senate; served one year and resigned. Upon returning homeinDecember 1839, he was appointed to the Supreme Bench ofMississippiwhich position he held with honor to himself ad the State,until theyear 1942, when he again resigned.
Directly after his second resignation, he removed with hisfamilyto Holly Springs, Marshall County, and there began the activepracticeof his profession. Again we find him forging to the front,and in1855, he was elected Vice Chancellor of the Northern DistrictofMississippi. In 1857 he again return to the practice of Law. In1860,however, when the distant muttering of the swiftly approachingWarcloud were heard in the distance, he was appointed professor ofLaw atthe University of Mississippi, serving in that capacity, untilthefortunes of War closed the University.
Judge Trotter was a unique character, gentle and tender as awoman,yet bold and fearless as a lion. His heart and hand were everopen tothe cry of the distressed, and no struggling young man everappealed tohis generous nature in vain. Many a lad had cause to blesshim forhelpful words spoken,and deeds of kindness done that enabledandencouraged them onward and upward in their struggles to reach thegoalof their ambition.
Urged by friends all over the State to accept the nominationforGovernor, he stoutly refused the highest office in the gift ofthepeople.
In 1866, he was appointed Circuit Judge; and held his firstCourtin Hernando, and there delivered his famous charge to the GrandJury,which has been published in Lynch's Bench and Bar and will everremaina memorial to this great Jurist and man.
Many admonitions and advised urged in this charge have beenquotedindifferent parts of Europe.
It was his last charge, as he contracted a severe cold,whichspeedily developed into pneumonia, and he was brought back toHollySprings, his home,and entered into eternal rest on the 9th dayofMarch, 1866.
His pictured face will occupy a niche in the "Hall of Fame"inthe War Memorial Building, Jackson, Miss., and those who knew himbestwill say--"There was a man whose life was beautiful, and at itsclose,trusting in God,he fell asleep."
