#78. Pavel (1796-1801). Pavel's brief reign was generally one of tyranny and reaction, although it saw the first attempt to ameliorate the lot of the serfs (a 1797 decree limited days of labor). The big question, however, is Pavel's parentage; specifically, his paternity. The story has long circulated that he was actually the son of Yekaterina's first lover, Sergei Saltykov. The evidence is ambivalent. We know that Pyotr III himself exclaimed "God knows where she gets them," in speaking of Yekaterina's children, but that is not in itself a denial of paternty. The debate over whether the later Romanovs resemble the early ones is, as such debates must be, inconclusive.
The only real evidence we have are Yekaterina's Memoirs. Written toward the end of her life, they are as much autojustification as autobiography. Yet about her personal life, we cannot doubt that Yekaterina was telling the truth. Yet her narrative is disturbingly incomplete. She leads the reader to the conclusion that Pyotr III was not Pavel's father, but she does not say so; she evades a final answer to that question. We know that her marriage to Pyotr was not consummated in its first few years. We know further that she had an affair with Saltykov and that after the affair began she showed signs of pregnancy, and after some miscarriages bore Pavel. Beyond that, we cannot say for sure. Pavel's homeliness was in sharp contrast to the beauty of his mother and the handomeness of Sergei Saltikov (but not to the appearance of Pyotr I's descendents), and his mental problems were similar to those of Pyotr III. Legitimate or not, Pavel succeeded to the throne, and all the future Tsars of Russia were descended from him. The question of his paternity is fascinating academically, therefore, but of no practical value.

#79. Aleksandr III Pavlovich (1801-1825). He is usually numbered "I". His reign was marked by foreign wars, particularly the wars against Napoleon I, and by plans for administrative and constitutional reform (namely, a constitution). Russia's administration was considerably moderized, but of course the constitution never came to pass. After Aleksandr died in 1825, rumors persisted that he was not in fact dead, but had gone away to become a monk. There is also a tale of an aged monk who came out of Siveria and died claiming he had once been the Tsar. Such tales are known in every age.

#80. Nikolai I Pavlovich (1825-1855), the third son of Pavel. The second son, Konstantin, had earlier renounced the throne. However there was a movement to instal him as Tsar anyway, the famous "Decembrist Uprising", formented by early Russion liberals. At one point in the affair, the palace guards stood about shouting "Konstantin I Konstitutsya!" ("Constantine and constitution!"). As a commentary on how ideologically involved most participants in the uprising were, it is said the guards thougt Konstitutsya was the wife of Konstantin. (In an interesting parallel from the Mixican REvolution, when Francisco Madero entered Mexico City, the crowd was shouting, "Madero y democracia!" The tale is told [by an eye witness, apparently] that two comesinas observed all this, and one turned to the other an asked, "Who is 'democracia'?" "Why," observed the other, indicating Senora Madero, riding with Francisco, "it must be the lady with Senor Madero.") Both stories, whether or not they are apocryphal, accurately reflect the political consciousness of the groups represented. In any event, the Decembrist incident, and renewal of Konstantin's renunciation, determined Nikolai to take the throne. Nikolai did all he could to keep Russia in the 16th Century. His reign was punctuated with various wars against undersized opponents and by the 1830 Polish Revolt which he ruthlessly suppressed. In 1853, Russia's rather ham-handed foreign policy provoked the Crimean War, which was still in progres when Nikolai died.

#70. Pyotr (Peter) I Alekseivich the Great (1682-1725), Ivan V's half-brother. Unlike every other Romanov to date, he was a strong-willed and determined monarch. After the 1689 overthrow of Sophiya's regency, he wa really the sole ruler of Russia (although Ivan V lived until 1696). Pyotr had not originally been destined to be Tsar, and his education was thus far more liberal than that accorded the heir to the thone. Left primarily to his own devices on an estate outside Moskva while stil young, he became fascinated by military organization, tactics, and strategy. Among a growing circle of young associates he set up a miniature army, conducted maneuvers and mock battles, and generally laid the basis for a complete modernization of Rusia's armed forces. Pyotr was also obsessed with the notion of creating a navy for Russia. His studies and travel abroad convinced him of Russia's backwardness in these matters and her need for foreign military and naval technicians.
A 1698 revolt of the Streltsy (shooters), the Janissaries of Russia, gave Pyotr and opportunity to destroy this dangerous force and for taking all state power into his own hands, which he did. Pyotr, at first determined to drive the Ottoman power from the Black Sea Region, changed his mind after a short and successful war (in which he obtained Azov) and moved his armed forces into the north, where in 1700 he opened the 21-year Great Northern War with Sweden, in which he was eventually victorious, annexing an enormous stretch of the Baltic littoral.
Pyotr's reign was an outward-looking one. Foreign servitors flocked into the country and were highly honored. In 1703 Pyotr moved his capital into the very territory being disputed with Sweden, to the newly built city of St. Petersburg, his "window on Europe". He also decreed that foreign trade woud thenceforward move through his new capital, rather than the les accessable port of Arkhangel'sk, with the result that Rusia's trade had multiplied several times by his death.
Aside from an enormous growth of foreign influence, Pyotr was responsible for great changes in Russia's internal administration. He made state service absolutely obligatory on the nobility (during the earlier Romanov reigns, the service estates had become hereditary and much of the nobility was now escaping state service). Pyotr's administrative reforms touched everything: taxation, local government, the cental government, the army, the church, everything. His primary aim was not reform, per se, but greater efficiency in the financing and maintenance of his military efforts. In that he was successful. His reforms, however, were haphazard, inconsistent, confuring, faulty in execution, and often in-effective. Pyotr's reputation as a reformer rests more on his intent than his achievement, although after him, Russia was never quite the same. Pyotr left no male heir, and much of the progress Russia had made was frittered away by his uncertain and disputatious successors.

Pyotr III Karlovich (1762), grandson of Pyotr I. This peculiar and little-known character is an enigma. On his marriage to Yekaterina II. A thorough German, Pyotr despised Russia and made no secret of it. He had no love for his wife and hoped to put her away when he became Tsar. Unfortunately, Yekaterina was much too quick for him. #77. Yekaterina II the Great (1762-1796). Famous for her string of ardent paramours, Yekaterina was a vigorous and powerful ruler. As early as 1758 she was hatching plans to seize the throne upon the death of Yelizavet, as her letters show clearly. Wise beyond her years, Yekaterina began at once to cultivate an image of herself as a true Russophile. While her husband showed utter contempt for the customs and traditions of Russia, she showed respect and enthusiasm for htem. Thus, when the confrontation actually occurred, Russia's anti-foreign bias told in Yekaterina's favor. Indeed, so effective was she in her role that this German Empress, without so much as a drop of Russian blood in her veins, is extoled by her contemporaries as a Russian of Russians, saviour of the realm, and so on and on.
Yekaterina was good playing roles. Another of her favorites is "enlightened monarch". Well versed in the writings of Western European liberalism, she was extremely adept at turning Enlightenment phrases, and this has earned her an undeserved reputation as a Child of the Enlightenment, a benevolent legislator, and so on. In 1767 she convoked a legislative commission in Moskva. Her Nakaz (instruction) to the commission, which runs for pages and pages, is full of French Enlightenment verbiage. A careful reading, however, proves it to be a blueprint for absolute and untrammeled despotism. While there is no question that Yekaterina did in fact have the welfare of her realm at heart, she never entertained the notion of any check on her absolute power whatsoever. Her greatest administrative "reform" was the total elimination of service requirement for the boyars, the so-called "Emancipation of the Nobility". Reactionary at home, Yekaterina was cautious and prudent abroad. She participated with hearty appetite in the various partitions of Poland recovering all the territory Russia had lost since the Mongol invasion, with interest. She also picked up some giblets (Crimea and Trans-Dniestria) from Turkey. The Pugachev Revolt (1773-1775), another Cossack affair joined by many serfs, was put down after some very hard fighting. At the end of her reign the advent of the French Revolution caused Yekaterina's rule to become even more reactionary (e.g., exile of Aleksandr Radishchev, 1790).

#78. Pavel (1796-1801). Pavel's brief reign was generally one of tyranny and reaction, although it saw the first attempt to ameliorate the lot of the serfs (a 1797 decree limited days of labor). The big question, however, is Pavel's parentage; specifically, his paternity. The story has long circulated that he was actually the son of Yekaterina's first lover, Sergei Saltykov. The evidence is ambivalent. We know that Pyotr III himself exclaimed "God knows where she gets them," in speaking of Yekaterina's children, but that is not in itself a denial of paternty. The debate over whether the later Romanovs resemble the early ones is, as such debates must be, inconclusive.
The only real evidence we have are Yekaterina's Memoirs. Written toward the end of her life, they are as much autojustification as autobiography. Yet about her personal life, we cannot doubt that Yekaterina was telling the truth. Yet her narrative is disturbingly incomplete. She leads the reader to the conclusion that Pyotr III was not Pavel's father, but she does not say so; she evades a final answer to that question. We know that her marriage to Pyotr was not consummated in its first few years. We know further that she had an affair with Saltykov and that after the affair began she showed signs of pregnancy, and after some miscarriages bore Pavel. Beyond that, we cannot say for sure. Pavel's homeliness was in sharp contrast to the beauty of his mother and the handomeness of Sergei Saltikov (but not to the appearance of Pyotr I's descendents), and his mental problems were similar to those of Pyotr III. Legitimate or not, Pavel succeeded to the throne, and all the future Tsars of Russia were descended from him. The question of his paternity is fascinating academically, therefore, but of no practical value.

According to a contemporary account by Adrien de la Neuville, who encountered Sophia frequently she: " had a shapeless body, monstrously fat, a head as big as a bushel measure, hairs growing on her face, sores on her legs". He adds however that, "she is acute, subtle and shrewd in mind, as she is broad, short and coarse in person. And although she had never read Machiavelli, nor learned anything about him, all his maxims come naturally to her.
