[Rice or Ricy was another name for Richard...the only 2 early Richards I find are Richard b . 1603...son of WILLIAM MICAJAH WEBB and Richard's son, Richard Webb b. 1629.]
The answer may lie in the words of :
Dr. Robert Dickens Webb in his manuscript
"The WEBB Family" written in 1894. Page 2 ...8th paragraph.
"At McComb City, Miss., is still another family, that of Dr. Samson C. Webb. His great gr andfather RICY WEBB lived in NC, and his grandfather was JESSE WEBB, and his father the Rev . SAMUEL BOZEMAN WEBB, who moved to Georgia, where he was four times married.
Dr. SAMSON WEBB was the son of the third wife, CYNTHIA YARBOROUGH. He married his cousi n, the daughter of BRITAIN RICY WEBB, who was Secretary of State of Mississippi under Gov. Pe ttus and died in 1861.
They moved from Georgia to Alabama in 1858. He has a kinsman, Major G. F. Webb, who live s in Liberty Miss. The Sons of B. R. Webb, A. G. Webb and B. R. Webb Jr. live in Baird, Tex.
They are all doubtless of the original Smithfield stock of WEBBs. "
