COWAN, 74, retired Superintendent oftheWestminster Utility Commission, died at Oconee MemorialHospitalTuesday after five weeks illness. COWAN, a 1961 WestminsterCitizenof the Year, was employed by the city for 35 years and wasfunctionalin the organization of the Westminster Fire Department. Bornin theJohn's Mill Section, son of the late James H. and SallySMITHSONCOWAN, he was a member of Westminster Baptist Church, and aformerchurch Deacon, a Trustee of the Church, a member of thePastoriumCommittee, assistant Secretary of the Sunday SchoolDepartment and amember of the Brotherhood and the Dr. Strickland BibleClass. Hewas President of the Board of Directors of the East ViewCemeteryAssociation and retired from his position with the UtilityCommissionin 1961. Surviving are his wife, Mrs. Rosa GLYMPH COWAN;adaughter, Mrs. F.L. (Frances) DRIVER of Sumter; a brother, JamesH.COWAN of Woodbridge, Va.; and 2 grandchildren." Born in Anderson, she was a daughter of the late Backman H. andMary SULLIVAN GLYMPH. She was a member of Westminster Baptist Church,theWMU and TEL Class of the church. She was a former member of theWestminsterGarden Club.
