 ELMORE, Franklin Harper, a Representative and a Senator fr om South Carolina; born in Laurens District, S.C., Octobe r 15, 1799; was graduated from the South Carolina College a t Columbia in 1819; studied law; was admitted to the bar i n 1821 and commenced practice in Walterboro, S.C.; solicito r for the southern circuit 1822-1836; colonel on the staf f of the Governor 1824-1826; elected as a State Rights Demo crat to the Twenty-fourth Congress to fill the vacancy caus ed by the resignation of James H. Hammond; reelected to th e Twenty-fifth Congress and served from December 10, 1836 , to March 3, 1839; president of the Bank of the State of S outh Carolina 1839-1850; declined appointment by Presiden t James Polk as Minister to Great Britain; appointed as a D emocrat to the United States Senate to fill the vacancy cau sed by the death of John C. Calhoun and served from April 1 1, 1850, until his death in Washington, D.C., May 29, 1850 ; interment in First Presbyterian Churchyard, Columbia, S.C.
